his successor, Mr. E. B. Reed, as late as December, 1905,

aggravated the condition of affairs alluded to in my des-

patch No.420 of 1904.

Though Mr. Bird was originally intended for

employment in the New Territories, his incapacity frustrat-

ed this intention, and pressure of other work has prevented

his successor Mr. Reed from being assigned to that task.

The Surveyor, viz: Mr. Lawrence Bolton,

asked for in my despatch No.59 of the 15th. March to re-

place a locally engaged officer has not yet arrived, though

he is expected shortly.

Owing to the large accumulation of arrears

and to the absence of Messrs. Rees and Grey, it is, and

will for some time be, impossible, even on the return of

these officers, to detach any of the present staff for

continuous work in the northern District of the New

Territories.

7.

I have the honour therefore to request that

the Crown Agents may be directed to select and send out

forthwith another surveyor on the terms set forth in the

en closed Particulars of office.
